The Field Acquisition and Management (FAM) portfolio represents the surface and field components of the land profession. This portfolio is a highly motivated and energetic group of about 25 volunteers with diverse backgrounds and years of experience. The committee Chair is Nikki Sitch, Vice Chair is Jason Gouw and Secretary is Amanda Kuspira.
The committee acts as a liaison with the government on a number of policy and access issues and our input is routinely solicited by the government as well as various stakeholders in land throughout Canada. The committee is involved with a number of significant issues including representation on the ERCB Appropriate Dispute Resolution (ADR), the Northeast Energy and Mines Advisory Committee (NEEMAC), the BC Surface Lease Re-write committee, the Canadian Association of Petroleum Producers (CAPP), and the Land Agents Advisory Committee (LAAC). The committee also has several liaisons such as the Trappers Stakeholder Liaison, the Industry Landowner Relations Liaison, the Education Liaison, the Professionalism Liaison, the Olds College Liaison as well as committees for Special Projects and Community Relations.
During the committee's history, a number of committee members have worked as liaisons with regulators, landowners and other stakeholders impacted by oil and gas activities. As a direct result of the committee's efforts, the CAPL has been able to achieve a positive relationship with all of the parties involved and has made numerous constructive changes to many proposals put forward by the regulators and stakeholders. Currently the FAM committee is involved with a number of emerging issues including Bill 12 Land-use Framework (Surface Rights Act Review), the creation of two new surface courses (Surface A&D and Directive 71), public relations initiatives, Look What's Surfaced articles in the Negotiator, and rewrite of the CAPL Alberta Surface Lease and Alberta Right-of-Way Agreement.
The FAM committee attempts to stay current on all emerging field service issues and has a large volunteer base to engage in these issues as they arise.
